Sunday, September 5, President Rene Préval received with his residence of Laboule, the candidate Charles-Henri Baker, president of the Respé party. During this meeting, President Préval, explained his desire to meet all the candidates in order to ensure a climate of user-friendliness. He expressed his concern that the next change of government does not emerge, as in the past, on exiles, blockings or huntings for the wizards. He also said he had instructed all ministries to prepare an inventory and all important issues, particularly those related to the IHRC, in order to inform all candidates for the presidency and discussed the major issues (files) in progress.

For its part, very critical Baker, drew the attention of President Préval to the deplorable situation in which are its fellow-citizens gathered in the camps and the ineffective answer of the government. Concerning the next elections, it has to try to render comprehensible with President Préval that its actions and its inactions, like those of the Provisional electoral counsel (CEP), are responsible for the mistrust and the general loss of confidence of the political actors and the population in the electoral process. Consequently, these elections will proceed in an atmosphere of tension and mobilization against a possible ballot-rigging.

Charles-Henri Baker with also recommended to the Head of the State to dismiss the CEP, to lengthen the electoral campaign, which he considers too short, while allowing that it can begin on September 27th (public gatherings and diffusion of messages per way of press and others) instead of the October 15th and finally that the government makes countryside inform, sensitize and incite the citizens to take part in mass in the elections, because its impression it is that the Executive does not wish it.

In spite of this meeting, considered to be cordial by Baker, this last is not convinced that appropriate measures will be taken to restore confidence in the electoral process "I still think that the way out of this situation requires a mobilization and mass participation in elections of 28 November. This is not the first time a Council Electoral subject to an incumbent government has been unable to remove the people's choice of Deputies, Senators and President"
