Haiti - Canada : Humanitarian aid ($1,75M) and support for elections ($8,7M)

On Wednesday, following a roundtable discussion with members of the Haitian Community of Canada in Montreal, Christian Paradis, Minister of International Development and Francophonie, announced a humanitarian assistance of $1.75 million to improve access to drinking water, to sanitation facilities, primary health care for residents of Cite Soleil and $8.7 million as part of the support to the support project to the electoral transition in Haiti.

Humanitarian Aid (1.75 million) :

Funding of $ 1.75 million in support of OXFAM-Québec, in collaboration with Médecins du Monde, responds to humanitarian needs of at least 37,500 displaced people inside the country and residents of Cité Soleil

Humanitarian operations include :

  • The establishment and operation of eleven water points;

  • The rehabilitation of the main water supply network;

  • The rehabilitation/building of 50 latrines and 30 bathing facilities;

  • The establishment of a solid and domestic waste disposal system;

  • The training of 10 community health officers in three oral rehydration centres and 20 community health workers;

  • The provision of hygiene education sessions to be held three times a week for people in Cité Soleil;

  • The distribution of 14,000 nets and 500 hygiene kits; and

  • Setting up a cholera-prevention community alert system to report suspected cases to health authorities.

Assistance to support the electoral transition (8.7 million) :

Canada’s Electoral Transition Support project is contributing to national efforts to strengthen democracy and good governance in Haiti by supporting activities being undertaken by the United Nations Development Program and the National Democratic Institute. This funding will includes new activities for the Electoral Transition Support project, valued at $8.7 million (as part of the $19.5 million committed in 2009).

These new activities include :

  • Providing technical and material support to organize and conduct free, transparent and inclusive elections ($6 million, United Nations Development Program); and,

  • Providing assistance to conduct local electoral observation, and to strengthen women’s political participation ($2.7 million, National Democratic Institute).

Recall that Canada is providing up to $19.5 million toward its Electoral Transition Support project, which began in 2009 and, to date, has supported activities in two previous elections – the 2009 legislative elections and the 2010-2011 presidential and legislative elections.
