Haiti - Economy : The Ministry of Finance in seeking solutions...

Wilson Laleau, the Minister of Economy and Finance, together with Ronald Décembre, the Secretary of State for Finance, held an important working day with members of his cabinet and the various directorates of the Ministry, on the issue of the depreciation of the gourde and how to finance the Haitian economy and enhance the national budget.

In this view a set of alternative financing solutions were considered, given the reduction in available funds PetroCaribe, following the drop in oil prices on the world market. These solutions are divided into internal and external actions :

SSolutions considered internally :

  • Valuation of assets of the private domain of the State :

  • Creation of binational bank accounts destined for Haitians living abroad ;

  • Redemption of public debt, restoring to Haiti access to bond markets ;

  • Creation of maritime flag "on shore", drawing from the Norwegian model ;

  • Exploitation of potential mineral and oil resources of the country ;

  • Creation of a extra territorial financial center on the island of Gonâve ;

  • Establishment of a platform of Crowdfundig.

Solutions considered externally :

  • Creation of a Business Bank ;

  • Creation of a multilateral fund for solidarity ;

  • Creation of a support fund for repurchase of sovereign debt ;

  • Issuing bonds as an obligation for the Haitian living abroad ;

  • Setting up an investment program based on bilateral tax exemption agreements in their country of residence.

In the coming days several follow-up meetings are planned with the various parties involved in these processes, which ultimately will mark a milestone in the country's economy.
