From November 9 to 12, 2015, 45 long-term observers of the Citizen Observatory for Institutionalizing Democracy (OCID) were mobilized to track the phase of the challenges aroused by the publication of preliminary results of the presidential and legislative of 25 October.

These observers have registered, according to data collected from the Departmental Electoral Offices (BED), a total of 110 actions in contestation of the results :

2 for Presidential;

9 for the Senate;

99 for the Deputation.

Departments that recorded the most case of contestation are the West (19 cases) and South (16 cases). Then come the Artibonite, North and Northeast, with 13 cases each. Then there is the northwest (11 cases), Grande-Anse (8 cases), the Centre (6 cases), Nippes (5 cases) and South East (4 cases).

As for challenges reasons, they are as follows :

51 cases are on claims of votes (46.36%);

28 cases relate to cancellation requests of voting some centers / polling stations

31 cases related to the denunciation of electoral fraud and ballot stuffing (28.18%).

With regard to the contentious instances of the Provisional Electoral Council (CEP), the OCID reiterates its recommendation and invites them to decide independently and in strict compliance with the Electoral Decree and resolutions of the CEP, in order to avoid inconsistencies that could cause controversy.
