Haiti - Environment : A Haitian delegation involved in the negotiations at COP 21

A Haitian delegation composed of representatives of different government institutions, civil society and international cooperation, headed by Dominique Pierre the Minister of Environment participates in Paris since the beginning of negotiations (December 1 to 11) to the XXI Conference of the Parties on Climate Change (COP21).

Monday, in his speech at the podium of the COP, the Minister Pierre, fixed Haiti's position. He stated "Haiti is in solidarity of the position of AOSIS (Alliance of Small Island Developing States) about the level of ambition of a future agreement, which would allow to contain the average rise in global temperature to 1.5°C compared to pre-industrial levels [...] This threshold represents the red line not to be exceeded to ensure the survival of Small Island Developing States (SIDS)." Highlighting the high vulnerability of Haiti to weather conditions among the Small Island States, he called for additional funding targeting the most vulnerable SIDS.

Recall that Haiti has submitted since 30 September, its national contribution (CPDN), a document that sets the guidelines on which to base the actions of the Haitian State in the next fifteen years. The implementation of CPDN of Haiti requires a total budget of 25.387 billion USD over the period 2016-2030.

Two days before the official end of the negotiations, despite some significant advances on loss and damage, on the financial support for adaptation of transparency mechanisms for developing countries, much remains to be done to reach agreement taking into account the concerns of all parties.

Moreover this Thursday while the agreement document must be given for translation and signing on December 12, the French President Francois Hollande said that there were still difficulties for the signing of an agreement "There are still difficulties, we know, on funding, on their distribution. There is still resistance

in relation in particular to the recognition of losses and damages. There is also the concern of not having commitments that are too distant from some countries [...]"

Note that the United Nations Development Programme Country Office for the Environment UNEP joined other international partner institutions to support Haiti in this event on climate. On request of the Haitian government, UNEP provided technical support for the participation of the delegation of Haiti.
