Haiti - Elections : A lack of preparation, not an electoral fraud

Rosney Desroches, Spokesman for the Independent Electoral Commission of Evaluation, which was charged to investigate on the first round of the disputed presidential election on October 25, said yesterday Monday that only 8% of counting tables and other documents of the October 25 vote was free of irregularities.

THowever the Commission considers that these problems were caused by a lack of preparation rather than by an electoral fraud as was claimed by the opposition.

The electoral institution admits that over 60% of members of Polling stations (MBV) were not able to properly perform the required work. The Council says it has not chosen to replace incompetent MBV to avoid regrettable incidents with political parties and associations which proposed them. Except when it was absolutely necessary. This is one explanation for so many poorly written minutes with erasures, miscalculations or counting, attention faults etc. A significant number of these PV were sidelined or transferred to auditors lawyers for final decision. In fact the quality of PV leaves much to be desired because of the low level of professionalism, academic and electoral training of members of polling stations. The skills of the latter must necessarily be strengthened. Are needed not only people who have completed secondary school but who are used to apply rigorously procedures. Many irregularities that have led to put aside a number of PV are due to their negligence and lack of general and specific training. The CEP should ensure that at least one member of the polling station has a level of university education and receive additional training in the treatment of PV," the report said.

Members of the commission found no evidence of the presence of a widespread electoral fraudto support a candidate, only on the basis of testimonies gathered the commission said in its report "several candidates have benefited from their representatives in BV of these irregularities assimilated to fraud."
