Haiti - France : Tripartite Seminar on Transnational Crime

Friday at the Hotel Montana, ended a major Haiti-Jamaica-Dominican Republic tripartite seminar on cross-border cooperation in the fight against organized crime, financed by France as part of the Support to the Fight Against Organized Crime in the Caribbean Region (ALCORCA).

The seminar, which opened last Tuesday in the presence of the French Ambassador to Haiti, Elisabeth Beton Delègue and Michel-Ange Gédéon, Director General of the National Police of Haiti (PNH), was led by representatives of the French police and brought together several PNH officials, Haitian customs and border control services, and their Jamaican and Dominican counterparts.

The ALCORCA program, funded by France to the tune of 1 million and whose main offices are located at the National Drug Control Department (DNCD) in Santo Domingo, started in February 2016. This program aims to facilitate technical and operational cooperation between Haiti, Jamaica and the Dominican Republic, as well as Mexico and Cuba, in order to form a common space for the sharing of logistical tools to strengthen their capacity to fight transnational organized crime.

The ALCORCA cooperation program is built around three main axes :

  • The creation of a platform for exchanges between countries and the setting up of trainings by French experts on specific and varied subjects such as action at sea, airport security, container control, cross-border issues etc... ;

  • The strengthening of national and regional capacities in terms of policing and maritime, air and customs controls through workshops and training courses that are global or more specific, that is to say adapted to the problems encountered by each country ;

  • The improvement of the capacity for judicial action, through a preliminary study of comparative law, being drafted, and the establishment of a best practices directory.
