The LEH explains that the country has experienced many governments after that of President Prosper April in 1989 and that today the ANTB to continue to exist in defiance of the laws of the Republic, can no longer refer to an old decree 30 years, signed in special circumstances, deploring that it is nevertheless by taking into account this decree, that other agreements suspicious contrary to the interests of the State, were signed with previous Directorates General...

The General Directorate recalls that following the visit of several foreign investors to the LEH related to the operation of the Lottery and possibly its extension on all markets by allowing the State to return more taxes, pressure was exerted on the General Directorate in order to try to force it to back down in its determination to normalize for the benefit of the State, but instead to withdraw in favor of the privatization of the LEH...

In this context, the General Directorate believes it is important to clarify to the sectors concerned that attempts to make LEH functional through a legal framework respond to an urgency that is to contribute to strengthening the State and not to concede improper gains to third parties. in contempt of the working population... Concluding that "The internal struggles in any country of the world do not generate progress. Between Haitians why do not we go in search of great solutions to the country's social problems. We all die one day, let's leave to the posterity our names as references in the pages of history."
