Haiti - FLASH : More than 400 schools suspected of fraud, threatened with sanctions

Meniol Jeune the Director General of the Ministry of National Education and Renan Michel the Director of the National Bureau of State Examinations (BUNEXE), took stock at a press conference on January 18th, on the new measures adopted by the Ministry to better manage the schools in contravention with the Ministry, particularly on the delay in the delivery of the end-of-year decision lists.

More than 400 schools, which were to submit their lists between July 16 and August 18, 2017, would thus be in the crosshairs of the Ministry, which gives them an ultimate deadline to comply. "We give them another chance to submit thelist of year-end decisions and the list of formation of class, passed this deadline which expires at the end of January 2018, these directors of schools expose themselves to heavy penalties," warned Meniol Jeune adding that past this period no consideration will be taken into account. Among these establishments, the Ministry's leaders cited as examples the Catherine Flon College (Carrefour), the Le philosophe college (Cabaret), the college Etzer Vilaire of Vialet (Petit-Goâve), the school Fito Gracia (Grand-Goâve), the Mixed College Bethel (Carrefour-Feuille) among others.

For Meniol Jeune, these measures are part of an anti-corruption campaign against some private school principals who are doing everything to mislead the Ministry and delay the registration process to make a lot of money with     nvalidated students. Adding that these delays cause the manipulation by some officials in the notes of students to enable them to move to higher class. Recalling to the institutions concerned that the forms must be submitted, correctly completed, the information of the students who did not do the second class in the school must be carefully checked and the students     appearing on the second list must have passed their 9th fundamental year at the latest in the 2014-2015 official exams.

For Renan Michel, it's time to end the practices of some schools that affect the registration procedures and penalize candidates "They do this because they expect other students to swell their list and they claim a lot of money. It is for this reason that there have always been special cases in the bac exams. They have no control over the validity of the students." Being very clear he specifies that "[...] schools concerned that will not have complied within the time limit, can no longer enroll their candidates for state exams..."
