Haiti - Economy : The state coffers are almost empty...

The budget amounts to 106.3 billion Haitian gourds for this fiscal year [2010-2011], as introduced by the Minister of Economy and Finance Ronald Baudin last December. Nearly 66% of government revenues depend on budgetary support from the international community.

The budget support is slow to coming, it seems that the international community is awaiting of the appointment of a new government before releasing the funds. Meanwhile, the Haitian government now finds itself in an uncomfortable situation. The Haitian authorities can only rely on tax revenues from customs and the Directorate General of Taxes (DGI).

Because of the difficult economic situation, the Government has decided to not pass on the local market, the increase in cost on the international market. For certain petroleum products, instead of collecting taxes, the authorities pay them to petroleum companies to avoid a further increase in the cost of living.

Accounts payable to suppliers continue to increase, the State being unable to honour its debts, making of the wages and the fuel, its main priorities...

Nevertheless, in this situation of fiscal crisis, the Haitian government will spend $1 million for the carnival....
