Haiti - Environment : Assessment of needs in climate technologies in the country

Climate change is one of the major challenges of the 21st century "[...] climate disturbances affect us all as much as we are. [...] We are fighting a battle for our lives. But it's a battle we can win," Antonio Guterres, UN Secretary-General.

"Do not act today in the face of climate change would cost Haiti 3 billion US until 2025, while adaptation would require only 261 million over the same period. Thus, adaptation to climate change would save the country 1.5 billion USD in 2025 by comparing it to the cost of inaction," said Joseph Jouthe, Minister of the Environment.

According to a Report (2018) on the gap between needs and prospects for reducing greenhouse gas (GHG) emissions, the effort of everyone, especially the private sector, combined with the untapped potential of innovation and green financing could fill the gap between global GHG needs and prospects.

As part of the implementation of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, the Technology Needs Assessment (TNA) project, recently launched in the Ministry of Environment and funded to the tune of $132,000 for a period of 16 months, is particularly aimed at the development of an action plan likely to promote the introduction and adoption of environmentally sound technologies.

Nélan Sylvaince, the project coordinator, points out that the project unfolds in different phases: in-depth analysis and prioritization of technologies; assessment of potential barriers to the transfer of priority technologies and analysis of potential market opportunities at the national level.

For Minister Jouthe, the start of the project will allow the Ministry to lay the foundations for the establishment of sectoral working groups on the various themes "This project of assessment of technological needs of the country will also help us to clarify our needs in climate technologies and to develop an action plan for their introduction and adoption in key socio-economic sectors, such as agriculture, water resources, energy, forestry..."
