Haiti - Agriculture : New agro-industrial export free zone

Good news for entrepreneurial investors, according to the presidential decree published on February 8, 2021, in the special issue # 9 of the official journal "Le Moniteur", a new Free Agro-Industrial Export Zone is created in the community of Savane Diane (Dept. Artibonite), called “Zone Franche Agro Industrielle d'Exportation de Savane Diane”.

Extracts from the Decree :

"[.] Decree authorizing the establishment in Savane Diane communes of Saint-Michel de l'Attalaye (Artibonite) Maïssade (Center), Pignon and Saint-Raphaël (North) of the designated agro-industrial export zone : "ZONE FRANCHE AGRO INDUSTRIELLE DE SAVANE DIANE"

Considering the request dated November 11, 2019 presented by Mrs. Nina Apaid, identified with the tax registration number: 003-209-594-0 and with the national identification number: Ol-01-99-1950-02-00016, owner, residing and domiciled at number 11, Rue Saint Hubert, Turgeau, Port-au-Prince, Haiti, President of the Company Stevia Agro Industrie SA (STEVIA SA) requesting the status of free zone for the benefit of an investment project agricultural to be established in Savane Diane, territory concurrently under the Communes of Saint-Michel de l 'Attalaye (Artibonite), Maïssade (Center), Pignon and Saint-Raphaël (North);

Considering the Resolution number CNZF/027 taken by the National Council of Free Zones (CNZF) dated September 24, 2020 granting the Status of Free Zone to the agricultural investment project called: "ZONE FRANCHE AGRO INDUSTRIELLE DE SAVANE DIANE" of the Company Stevia Agro Industrie SA (STEVIA SA)

Considering the commitment of the public authorities to take all the necessary measures to promote the socio-economic development of the country, in particular through the establishment of free zones;

[...]

Considering that it is important to sanction the Convention signed between the Haitian State represented by the President of the National Council of Free Zones (CNZF), the Minister of Commerce and Industry, Mr. Jonas Coffy, and the company Stevia Agro Industrie SA (STEVIA SA), represented by Mrs. Nina Apaid, Chairman of the Board of Directors, authorized for this purpose by Resolution of the Board of Directors of this company dated October 18, 2019, in accordance with the Law of July 9, 2002 relating to free zones;

ORDERED

Article 1 .- Is authorized to be established in Savane Diane, Communes of Saint-Michel de l'Attalaye (Artibonite, Maïssade (Center), Pignon and Saint-Raphaël (North), the agro-industrial export free zone called : "ZONE FRANCHE AGRO INDUSTRIELLE DE SAVANE DIANE".

Article 2.- The Agreement signed between the National Council of Free Zones (CNZF) and the Company Stevia Agro Industrie SA (STEVIA SA) granting the Status of Free Zone to the project called: "ZONE FRANCHE AGRO INDUSTRIELLE DE SAVANE DIANE" is and remains sanctioned by this Decree to produce its full effect in accordance with the Law of July 9, 2002 on free zones and the Law of September 9, 2002 amending the investment code.

Article 3.- This Decree will be published and executed at the behest of the Minister of Trade and Industry and of the Minister of Economy and Finance, each as far as he is concerned.
