Osiris de León specifies "The Dominican Republic does not have a catchment infrastructure on the Massacre River. It has catchment works on the eastern basin of the Massacre River, which is different" specifying that the Dominican Republic has the right to use the eastern basin of the Massacre River without needing to consult Haiti just as Haiti has the right to use the basin on the west side of the Massacre River without needing to consult the Dominican Republic. In addition, he explained that the border river called Rio Dajabon in the Dominican Republic and Massacre river in Haiti, has a flow that varies on average between 2 to 3 m3 per second, which makes it impossible for the Dominican Republic to allow Haiti to use between 1.5 to 2m3 per second without threatening to dry up the river.
