Haiti - Earthquake : ULCC on the ground to detect acts of corruption in aid management

The Anti-Corruption Unit (ULCC) is stepping up its surveillance in the departments of the Great South affected by the earthquake of August 14, 2021. For Me Hans Jacques Ludwig Joseph Director General of the ULCC, on tour in the Great South [...] It is imperative that the funds and goods mobilized to respond to this disaster situation actually go to the affected populations and be the subject of sound, transparent, honest and responsible management [..] The ULCC is present in the great South today in order to assess the use made of the humanitarian aid already available and to carry out a work of detection of possible facts or acts of corruption. We are accompanied by a team of investigators who will remain on site in order to strengthen our presence in the field."

The ULCC is mobilizing to prevent all acts of corruption following this disaster. "We invite the population of the great South to call the number 5656 free of charge, from Monday to Friday between 8:00 am and 4:00 am to denounce suspicions or signs of corruption of which they could be a witness," insisted Me Joseph which also proceeded to the installation of an "anti-corruption alert box" at the headquarters of the administrative complex of Les Cayes. "Witnesses of corruption can come and file an anonymous denunciation. Only sworn officers of the ULCC have access to this box which is totally secure."

Aware that emergencies such as the current one offer new possibilities to exploit weak control systems, to act without transparency and to divert funds intended for populations when they need it most, ULCC asks all sworn officers and all field agents to reactivate their vigilance in order to detect, for the rigorous legal consequences, any act of corruption suspected in this calamitous situation experienced by the populations of the departments most affected by the earthquake.
