Haiti - FLASH : The Mexican Government is preparing a Decree to massively regularize Haitians

Andrés Ramírez General Coordinator of the Mexican Commission for Refugee Assistance (Comar) explained "Haitians come to Mexico for economic reasons, but do not meet any of the criteria that could qualify them as refugees, however, they go to the Mexican Commission for Refugee Assistance (Comar) because they see no other option" adding "Given the situation in Haiti, it would be inhumane to send them back, although without refugee status they cannot stay in Mexico, that is why we must look for alternatives."

"Yesterday we had a meeting where the Undersecretary Alejandro Encinas for Human Rights to Population and Migration of the Government Secretaríat (SeGob) clearly said that very soon there will be a decree establishing these alternatives of immigration, so that the thousands of Haitians do not overload and block the functioning of Comar [...] these migratory alternatives will allow thousands of Haitian migrants to be regularized in Mexico, without having to seek asylum" Ramírez announced on Tuesday 23 November on the sidelines of a visit by the United Nations High Commissioner for Refugees, Filippo Grandi, in Tijuana (Lower California) "One of the formulas that was found was what is called the UNHCR PIL project, which is a local integration project which consists of sending refugees from Chiapas to certain States of Mexico where they are relocated with a job."

In addition, Héctor Martínez Castuera from the National Institute of Migration (INM) said during a press briefing on Wednesday November 24 that after agreement with some 2,500 migrants, mostly Haitians, from a caravan heading north "we have promised them temporary residence permits for one year for humanitarian reasons [...] We are going to transfer them to around ten States [...] We have offered them, in addition to the renewable card, housing and employment alternatives among others". The INM has set up temporary facilities to receive applications from Haitian migrants, who have begun to be bused to some of the receiving States in Mexico.
