Haiti - FLASH Conflict Canal : A Haitian delegation discusses with the Dominicans

These discussions will focus on the resumption of the construction of an irrigation canal in Haiti with a water intake on the Massacre River, considered illegal by the Dominicans and the cause of the crisis between the two countries...

The time at which the discussions will resume has not yet been set, Homero Figuereo did not give details of the meeting on Wednesday which was held behind closed doors with 5 Haitian officials whose identity was not revealed and which was chaired by the Deputy Minister of Multilateral Foreign Policy of MIREX, Rubén Arturo Silié Valdez.

In Haiti, the Chancellery confirmed these discussions Wednesday in a brief press release "The Ministry of Foreign Affairs informs the Haitian population that the Haitian and Dominican Governments have decided, by mutual agreement, to meet in Santo Domingo. on Wednesday September 13, 2023, through the Binational Water Table of the Bilateral Joint Commission, in order to find a just and definitive solution to the problem of the equitable use of shared water resources of the Massacre River, in accordance with the requirements of the Peace Treaty , Friendship and Arbitration of February 20, 1929.

The Ministry of Foreign Affairs will keep the population informed of the results of this meeting."

Let's recall that President Luis Abinader announced a series of measures at the border with Dajabón, including "the definitive suspension of the entry of all people involved in the conflict, the temporary cessation of the issuance of visas to Haitian citizens. Maintaining the total closure of the border through Dajabón and if the conflict is not resolved before this Thursday, the complete closure of the border by land, sea and air."

The Dominican Chamber of Deputies approved on Wednesday a draft resolution which supports the executive power to exhaust all diplomatic channels, as well as to take all necessary measures in relation to the crisis generated by the construction of the canal on the Haitian side.

Even if economically the neighboring Republic will feel the effects, the closure of the four border crossings and the land, sea and air border will be a hard blow for Haitian businesses and the thousands Haitians who participate every week in bilateral markets...
