Haiti - Justice : 349 victims or relatives of 3 massacres file complaints

Deeply concerned by the various attacks carried out against the population of Carrefour-Feuilles since the beginning of August 2023, the National Network for the Defense of Human Rights (RNDDH) has assisted certain victims with a view to filing complaints with the judicial authorities.

From August 4th to September 12, 2023 alone, the RNDDH counted in Carrefour-Feuilles 104 people victims of assassination and forced disappearances, 2 cases of collective rape perpetrated on a mother and her daughter, 14 people injured by bullets and 35 houses which were systematically looted before being burned, destroyed or squatted.

On September 15, 2023, 78 of the victims identified filed a complaint with the Court of First Instance (TPI) of Port-au-Prince (file # 419-09/23 at the registry of the Cabinet of Instruction) for assassination, attempted assassination , criminal conspiracy, theft, destruction and fire.

Still with the assistance of the RNDDH, two other separate complaints were filed respectively before the TPI of Croix-des-Bouquets and Port-au-Prince.

On May 22nd, 2023, 113 victims and relatives of victims of the massacre which was perpetrated from April 24 to May 6, 2022 at the Plaine du Cul-de-Sac by armed bandits who are members of the "400 Mawozo" gang and the "400 Mawozo" base, seized the Prosecutor's Office of Croix-des-Bouquets (file # 0100/2023, which was sent to the Office of the investigating magistrate André Saint-Isert, requesting the latter to initiate proceedings against the armed gangs mentioned above for criminal conspiracy, murder, attempted murder, assassination and attempted assassination, forced displacement, disappearances, rape, arson, looting, destruction of other people's property.

On May 23rd, 2023, 158 victims and relatives of victims of the Cité Soleil massacre perpetrated from July 7 to 17, 2022 by the coalition of armed gangs (G-9 (]Family and allies) during which at least 53 women and girls were killed. were collectively raped, filed a complaint before the TPI of Port-au-Prince (file # 194-05/23 which was sent to the Office of investigating magistrate Johnson Simon) for theft, collective rape, assault and battery and attempted assassination on their person; assassination on their parents, offspring and spouses criminal association, looting, fire and destruction of their homes.

In these various complaints, the victims and relatives of victims of Plaine du Cul-de-Sac, Cité Soleil and Carrefour-Feuilles have questioned the responsibility of the Haitian State which did not intervene in in order to avoid the massacres denounced, despite the numerous calls for help which were launched to the Superior Council of the National Police (CSPN) led by the de facto Prime Minister Ariel Henry.
