Haiti - Politic : Towards the strengthening of the Public Investment Program

The Ministry of Planning and External Cooperation (MPCE) organized a series of working sessions with the ministers, the relevant Directors General and the Coordinators of the Study and Programming Units (UEP), bodies and organizations receiving funding from the Budget, on the Public Investment Program (PIP) 2024-2025, to discuss the sectoral constraints and difficulties encountered in the development, execution, monitoring and evaluation of the programs and projects included in the PIP.

The Ministry of Economy and Finance (MEF) supports the MPCE in these working sessions which also aimed to agree on the main sectoral orientations of the 2024-2025 corrective PIP, to inform the methodologies for processing projects for their effective acceptance by both the MPCE and the MEF.

According to Ketleen Florestal, the Minister of Planning, "[...] through this series of meetings, the Ministry of Planning intended to review the constraints encountered by public institutions in the development and implementation of projects and facilitate efficient execution of the PIP and promote better practice in state actions for the benefit of collective well-being." For Minister Florestal, "this work will also strengthen cohesion in public interventions, including in the different regions of the country, since it covers programs and projects funded by international institutions and inaugurates the obligation to provide impact indicators for all projects to be considered for the PIP."

During the discussions, the participants agreed on the establishment of clearly defined mechanisms to involve all stakeholders, including sectoral ministries, in the signing of projects benefiting from external funding.

"This should allow the Haitian institutions concerned to have control over the projects financed by external aid and to promote their appropriation by all the actors involved," said Minister Florestal, who also believes that in the near future, it will be necessary to involve the National Commission for Public Procurement and the Superior Court of Accounts and Administrative Disputes in this dialogue with a view to strengthening the execution of the PIP."
