Haiti - Education : The transfers have generated $4.8 million for the FNE

Charles Castel, the Governor of the Central Bank, after being received by the Commission Finance of Senate, told reporters that the central bank has in an account a sum of $4.8 million, which are levies on incoming and outgoing transfers, and that he was waiting of a decision of the Executive and of Legislative in order to transfer the money into the National Fund for Education (FNE).

"Central Bank receives a fee of 1.50 U.S. dollars on transfers in and out [...] it is necessary not to confuse the National Fund for Education and this fee, today since it was created on June 15 until today, we have about 4.8 million who are always in an account at the Central Bank, so the Executive and the Legislative must tell us when and under what conditions they will transfer this money in the fund (FNE).

So I do not think that there is confusion about the money generated by the transfers. So we have an average of about $ 850,000 a month coming in this account [...] the Central Bank is responsible for the $1.50 on transfers, I can not say that this money is blocked, for the moment the government is making every effort, from what I observed, so that the children attend school, in times and place they will be able to use the money..." says Mr. Castel.
