Haiti - Politic : Minister of Labor requests support from the ILO (video)

On June 5, 2025, Georges Wilbert Franck, Haitian Minister of Social Affairs and Labor, delivered a speech at the 113th Session of the International Labor Conference in Geneva, Switzerland.

The Minister addressed the current situation in Haiti, highlighting the impact of political instability and the security crisis on the labor environment. He explained that the rise of armed criminal groups has led to the forced displacement of more than one million people, the relocation of several companies from the country, the closure of others, and the loss of nearly 60,000 jobs.

The Minister explained that the Government has already considered strategic measures to address the current situation. These measures include strengthening the intervention capacities of the Haitian National Police (PNH) and the Haitian Armed Forces (FAd'H), promoting institutionalized social dialogue, monitoring the country's ports and airports, and reforming and modernizing social security institutions. On behalf of the Haitian Government, the Minister requested the support and solidarity of ILO member states to help Haiti overcome the current climate of instability and insecurity.

At the same time, other mechanisms are being considered to guarantee the social rights of the Haitian population. This includes a preliminary draft decree aimed at creating a National Unemployment Insurance Office (ONAC), currently under consultation for approval. Another preliminary draft decree aims to make professional internships available to graduates within companies. Furthermore, the creation of a support commission for the establishment of the national network of reception centers and rehabilitation centers is underway, as Minister Franck indicated.

Finally, the Minister reaffirmed the Government's commitment to strengthening democratic institutions and working to develop agricultural value chains, strengthen the textile and clothing sector, create employment opportunities, particularly for youth and women, and develop small and medium-sized enterprises, among other things.
