On July 10, 2025, the Economic and Social Assistance Fund (FAES) and the Ministry of Public Health and Population (MSPP) signed a Memorandum of Understanding (MoU) for the implementation of the health component of the Community Program for the Promotion of Human Security in Haiti (HA-J0008).

This MoU aims to define the modalities of collaboration between the two institutions to ensure efficient and harmonized execution of the program. Within this framework :

- The FAES, as the executing agency, will ensure overall fiduciary management of the activities.

- The MSPP, as the competent sectoral authority, will ensure the technical compliance of the interventions and their alignment with national strategic health priorities. This program, funded to the tune of US$36 million by the Inter-American Development Bank (IDB), aims to strengthen access to essential health services for vulnerable populations, in a context marked by rapidly deteriorating living conditions and poor health coverage.

In collaboration with specialized providers and based on rigorous geographic targeting, the FAES and the MSPP are committed to implementing the following actions :

• Offer an integrated, progressive, and community-based health care package;

• Facilitate access to family planning services, contraceptive methods, and care for survivors of gender-based violence;

• Deploy community health and primary care services for the prevention and control of tuberculosis, malaria, and HIV;

• Ensure screening and treatment of chronic diseases at the community and primary levels.

The program also includes sustainable structural measures aimed at removing economic barriers to access to care through:

• Equipping and rehabilitating hospitals receiving referrals from priority Health Access Units (UAS);

• Procurement of strategic health supplies, under the responsibility of the Pan American Health Organization (PAHO);

• Application of geographic targeting aligned with Component 1 of the program, enhanced with indicators related to access to care.

The HA-J0008 program targets more than 1.5 million people, including approximately 182,000 children under five and 380,000 women of reproductive age, across nine departments across the country, making this initiative one of the largest public health interventions in Haiti.

Finally, the protocol provides for the establishment of a joint coordination team, acting as the Program Monitoring Committee, responsible for facilitating communication between the two institutions and ensuring implementation in accordance with their respective mandates.
