Haiti - FLASH : US diplomatic offensive with China and Russia for Haiti

The Donald Trump administration is intensifying its diplomatic push to secure UN Security Council approval for the creation of a "Gang Suppression Force" in Haiti, a mission of up to 5,500 personnel aimed at combating criminal gangs that control much of Haiti.

The plan, presented jointly with Panama, calls for equipping the mission with arrest and lethal force capabilities, as well as a UN office in Port-au-Prince to provide logistical and operational support.

The White House's goal is to reconfigure the current Multinational Security Support Mission (MMSS), whose mandate expires on October 2, 2025, and activate the new force before the end of this year.

Although the United States already enjoys the support of France, the United Kingdom, and Canada, among others, the proposal could be rejected if Moscow or Beijing exercise their veto power. Russia remains under pressure due to international sanctions stemming from the war in Ukraine, while China is challenging the tariffs imposed on its exports.

Washington is reportedly in direct negotiations with China and Russia, the two permanent members most opposed to the initiative. The strategic objective is for China and Russia to abstain from voting despite their reservations, thus allowing the resolution to move forward.

Meanwhile, the United States has presented its proposal to the Organization of American States (OAS), seeking regional consensus that would strengthen its position at the UN. It is facing resistance from Brazil, Mexico, and Colombia, while CARICOM countries and other South American nations are assessing its political and military implications.

The Security Council vote on this resolution is expected to take place in September.
