Haiti - Tourism : Training on the new «digital card» for embarkation and disembarkation (video)

The Directorate of Immigration and Emigration (DIE) organized a two-day training session in Cap-Haitien for inspectors and agents from the DIE, the General Customs Administration, the Ministry of Public Health, and the Ministry of Tourism.

This activity marks the beginning of the ongoing training program related to the IKAT project, the new digital embarkation and disembarkation card designed to modernize and simplify procedures at points of entry and exit from the national territory (Decree of December 31, 2025).

It should be noted that IKAT aims to optimize the management and control of migration flows within Haiti. Specifically, it will :

• Ensure better support for travelers;

• Strengthen migration flow control through digitized and centralized information;

• Provide authorities with the means to ensure ex-ante and ex-post control;

• To produce reliable statistics and create a consolidated database, essential for monitoring foreign nationals remaining in the country beyond the legal 90-day stay limit.

Furthermore, iKat provides the DIE with a faster and more efficient tool for authenticating and analyzing the stays of foreign travelers, thanks to reliable and interconnected data that can be shared with partner institutions.

As part of this program, the Passenger Assistance Agents (AAP/North) unit was established and trained in "Assistance Techniques and Psycho-Communication."

The preferred teaching approach was based on 80% practical application and 20% theory. This training program will be rolled out across the entire country.

Participants benefited from practical exercises, simulations, and role-playing scenarios, enabling them to master iKat's functionalities, understand its operational advantages, and ensure the system's consistent implementation in the field. Eight workshop sessions were held.

Important : All travelers are now required to complete the digital boarding and disembarking form 72 hours before their trip, whether by land, air, or sea.
