Haiti - Security : Return to the Solino Neighborhood Project.

On Thursday, March 26, 2026, Sandra Paulemon, Minister of Planning and External Cooperation, met with representatives of the "Return to the Solino Neighborhood" project.

The discussions focused on the ways and means to facilitate the return of Solino residents, while guaranteeing them dignified, safe, and sustainable living conditions.

These discussions led to the development of a comprehensive integrated development plan, geared towards restoring basic services, improving living conditions, and revitalizing socio-economic activities in the area.

The issue of restoring security was a central theme of the discussions. Participants unanimously agreed that the long-term stabilization of the area remains essential for the economic and social recovery of Solino and the success of any rehabilitation initiative.

In this context, the Minister particularly emphasized the human dimension of the project, highlighting the need to create an environment conducive to the development of young people, in order to offer them concrete and credible alternatives to any form of radicalization, particularly recruitment into armed groups. Furthermore, she reaffirmed the Ministry's commitment to supporting this structuring initiative, to guiding this process, and to ensuring that every action truly contributes to stability, development, and the improvement of living conditions for the population.

Paulemon indicated that, as soon as the plan is finalized, steps will be taken to mobilize technical and financial partners to support the effective implementation of the project, which is to be designed as a high-impact pilot project with visible, measurable, and replicable results. She also stressed the importance of ensuring that the submitted proposals are clear, technically sound, and readily implementable.

The two parties agreed to hold a future meeting to further discuss the issues and define the operational steps necessary to implement this initiative.
