Action plan of the Ministry of Culture until September 30, 2026

In accordance with the definition of major national priorities and the stated commitment of Prime Minister Fils-Aimé to strengthen sectoral governance for improved public service, Emmanuel Ménard, Minister of Culture, has published his ministry's action plan for the period up to the end of the current fiscal year (September 30, 2026).

Action Plan of the Ministry of Culture :

  • Drafting a decree concerning the organization and operation of the Ministry of Culture and Communication, including the potential creation of a National Parks Management Oversight Body, a Cultural Development Fund, and a Directorate for Carnival and Popular Festivals;

  • Preparation of a draft supplementary budget and/or the draft budget for the 2026-2027 fiscal year;

  • Relocating some staff who have been without workspace for nearly four years and some cultural institutions whose premises have been looted;

  • Ensure departmental representation of the Ministry of Culture and Communication (MCC) throughout the country;

  • Strengthen administrative and oversight links between the Ministry and the agencies under the Minister's supervision, within the limits of the law, in the absence of the various Boards of Directors;

  • Create Legal and Internal Audit Units;

  • Evaluate the various projects (unfinished or ongoing) funded by the Public Treasury;

  • Urgently strengthen the structures and capacities of the National Radio and Television of Haiti (RTNH) to achieve national coverage and effectively fulfill its educational and non-partisan public service mission during this election period;

  • Reopen the online version of the State Journal and publish the MCC's Monthly Review;

  • Implement a strategic plan for better promotion of the World Cup and to present a different image of Haiti;

  • Establishment, in conjunction with the Prime Minister's Office, by Ministerial Decree, of five National Prizes to honor and reward artists, musicians, artisans, writers, and journalists;

  • Emergency interventions in Lakou (traditional Haitian huts) and Mystical Societies throughout the country, including the three Lakou of Gonaïves;

  • Formation of advisory committees on "History, Memory, and Culture";

  • Implementation of necessary reforms for the effective governance of Ramiers National Park and other national parks, in collaboration with the Interministerial Committee for Territorial Planning (CIAT), the Institute for the Safeguarding of National Heritage (ISPAN), UNESCO, and other relevant ministries;

  • Joint study with the Ministry of Defense for the creation of an Honor Guard unit, the Protection of Monuments unit, and the establishment of the Haitian Military Museum;

  • Structuring of the Lakou Bwakayiman Project and launch of studies for the creation of a state-owned mixed-economy company for the production of aromatic herbs and tea;

  • Construction of a stele in the harbor of Jacmel, the site where the flag of Gran Colombia was created on March 12, 1806;

  • Re-evaluation of the project to restore the old Jacmel prison for the establishment of a museum;

  • Transformation of the Jacmel School-Workshop into an Artistic Restoration Center;

  • Restoration of the Anténor Firmin House in Cap-Haïtien to house the Firmin Research Center, equipped with a library specializing in Law and International Relations;

  • Study, in collaboration with the Ministries of Foreign Affairs and Worship, Haitians Living Abroad, and Tourism, the pilot project for establishing the Haitian House of Culture in three foreign capitals;

  • Organize the first Festival of Haitian Creativity;

  • Launch a general census of non-profit cultural associations, cultural operators, cultural and arts professionals, and a complete inventory of cultural production and recreation infrastructure;

  • Issue the Professional Cultural Card and the Cultural Operations Permit, and establish, in conjunction with the Ministries of Economy and Finance, Industry, and Commerce, procedures for obtaining business licenses and other documents necessary for the proper functioning of professionals in the sector;

  • Create an Information and Communication Center with a 24/7 call center connecting the government with the public in real time.
