Haiti - Insecurity : The EU extends sanctions against gang violence in Haiti

Friday, June 26, 2026, the European Union decided to prolong the EU framework for restrictive measures against those responsible for threatening the peace, stability and security of Haiti or undermining democracy and the rule of law in the country until 29 July 2027.

The decision comes following the annual review and in view of the gravity of the situation in Haiti, as the EU remains concerned about the persistent and destabilising criminal activities, including the high levels of gang violence, that undermine the stability of the country and the region.

Those listed under the sanctions regime -nine individuals and one entity- are subject to an asset freeze, and it is prohibited to provide them with funds or economic resources, either directly or indirectly. Additionally, a travel ban to the EU applies to all natural persons listed.

Let's recall that on 25 November 2022, the Council adopted Decision (CFSP) 2022/2319 concerning restrictive measures in view of the situation in Haiti implementing that UNSC Resolution.

On 28 July 2023, the Council amended its sanctions regime in view of the situation in Haiti, allowing the EU to autonomously impose restrictive measures on individuals and entities responsible for threatening the peace, security or stability of Haiti, or for undermining democracy or the rule of law in Haiti. This framework complements the sanctions imposed by the United Nations Security Council in October 2022.

The EU holds Martelly and two politicians in his entourage responsible for arming and financing several criminal gangs to advance their political agenda, protect their personal and economic interests, and consolidate their control over the territory.

Political and economic figures :

Michel Joseph Martelly : Former President of the Republic of Haiti;

Youri Latortue : Former President of the Senate and political advisor;

Rony Célestin : Former Senator.

Gang leaders and notorious criminals :

Jimmy Chérizier, alias "Barbecue" : Leader of the "Viv ansanm" terrorist organization alliance;

Micanor Altès : Leader of the Wharf Jérémie gang (Cité Soleil); Christ-Roi Chéry, alias "Krisla" : Leader of the "Ti Bwa" gang;

Jeff Larose : Leader of the Canaan gang;

Jonel Catel : alias "Johns Cathel" Leader of the Terre Noire gang;

Gabriel Jean-Pierre : Gang leader operating in the metropolitan area;

Ferdens Tilus alias "Zion" Involved in gang-related criminal activities.

Sanctioned Entity :

"5 Segond" Gang : Powerful armed group based in Village-de-Dieu, Port-au-Prince.

Renel Destina, alias "Ti Lapli": Leader of the powerful Grand Ravine gang;

Gabriel Jean-Pierre, alias "Ti-Gabriel" or "Gabo": Leader of the G-Pèp gang coalition and head of the Brooklyn gang in Cité Soleil;

Vitelhomme Innocent: Leader of the Kraze Barye gang;

Johnson André, alias "Izo" : Leader of the 5 Segond gang (Village-de-Dieu);

Ferdens Tilus, alias "General Meyer" : Leader of the Kokorat San Ras gang (Artibonite);

Wilson Joseph, alias "Lanmò San Jou" : Leader of the 400 Mawozo gang;

High-ranking logistics and security personnel :

Dimitri Hérard: Former Head of the General Security Unit of the National Palace (USGPN);

Kempes Sanon : Gang leader involved in consolidating the armed takeover of Port-au-Prince and unifying criminal forces to block the political transition.
