Haiti - Economy : Better management of State Assets

Monday, September 10, the Office of Management of Human Resources (OMRH) [the coordinating strategic body of Office of the Prime Minister], has proceeded to the Primature, to the launch of a training seminar on the assessment and management of State assets.

This seminar, which runs from September 10 to 14 and 17 to 21 September 2012, at the Hotel Montana, is intended primarily, to some 70 public officials with responsibilities in the taking of inventory and with accounting skills. This program is funded by the Interamerican Development Bank (IDB), constitutes a institutional re-engineering effort whose the two main axes, intended to boost the central administrative apparatus of the state and modernize the management of human resources.

According to Mr. Uder Antoine, General Coordinator of the OMRH, "officials responsible for managing the inventory of state assets in the various institutions should be able, after the training sessions, [...] to assess rationally and following the standards prescribed universally, the assets held by the respective governmental entities."

Mr. Antoine added that these officials will also be able to ensure a regular transmission and within the legal deadlines, of inventory data usually required by the Superior Court of Auditors and Administrative Disputes (CSCCA), body charged by the Constitution to annually assess the assets of the state.

Mr. Hérold Etienne, Director General of the Ministry of Economy and Finance, estimated that this program is in line with what officials have already undertaken within the Ministry, responsible for the accountability general of accounts of the State.

For his part, Mr. Philippe Moïse, the representative of the firm Gardère Expert Comptable, noted that this seminar will educate participants on the rules and accounting principles existing in the field. This training series that began in the capital, will also be conducted in the main cities of province.
