Two months after the holding of governmental forum on inclusive public policies on disability, the Prime Minister, Laurent Lamothe, in a circular, instructed the authorities of the various ministries and autonomous agencies of the State to take all necessary measures without delay aimed at ensuring the full respect of the dignity of persons with disabilities. They will be taken under the Act of 13 March 2012 on the integration of people with disabilities.

By signing this circular, the Prime Minister, Laurent Lamothe, is committed to defend the principle of social inclusion of people with disabilities. The authorities are also committed to creating favorable conditions for an integration taking into account the transversality ofof the theme of disability, in regard primarily to the accessibility of physical infrastructure ; to health care ; housing adapted, including social housing ; to public buildings ; public transport ; education at pre-school, primary, secondary and university ; to the labor market according to the quota specified in section 44 of that Act ; to union activity ; justice ; to the exercise of public rights, as well as culture, sports and recreation.

In this circular signed by the Prime Minister, it is stated that within the three months that will follow the reception of this document, the institutions concerned should contact the Prime Minister, with a copy to the Office of the Secretary of State for the Integration of Persons with Disabilities (BSEIPH), of a detailed report which should contain all the measures taken or to be adopted in order to facilitate the integration of persons with disabilities on the identity of these people, as well as the nature of their disability, all that, subject to any evaluation to be undertaken in a timely manner.

"We are committed to realizing our common vision of the inclusion in the society, for ourselves and for future generations. We understand that it is necessary to give them the means to act as learners, developers, contributors, entrepreneurs and decision makers. We must pay particular attention to women, children and youth with disabilities, so that they have access to protection," we read in the statement.

According to the same report, the authorities recognize that building of an inclusive society requires new forms of solidarity, partnership and cooperation between actors, that is to say, the private sector, civil society and international organizations. The ambitious goal of this statement is to reduce the social divide and ensuring a harmonious inclusion, fair and equitable for all.

"We are committed to follow up this statement by designating a senior official by ministry/institution of the State in order to integrate a Interministerial Committee for Monitoring (CIS) who will work under the leadership of BSEIPH. This committee will pay special attention to the transversality of issues of disability by targeting the integration," continues the declaration, which led to the drafting of this circular focusing on the integration of disabled people in all spheres of Haitian society, particularly in the public service.
