Haiti - Politic : A Haitian delegation in Geneva to discuss financing and development

A Haitian delegation, composed inter alia of officials of the Ministry of Planning and External Cooperation led by the Director General, Stevenson Jacques Thimoléon, takes part in the Palais des Nations in Geneva, Switzerland, from 8 to 10 November 2017, at the first session of the Intergovernmental Group of Experts on Financing of Development.

This first session follows the 3rd International Conference on Financing for Development, which was held in Addis Ababa in July 2015 and was an essential step for the Sustainable Development Goals (SDGs) compared to the commitments of the two previous conferences taking place respectively in Monterrey (Mexico) and Doha (Qatar).

During this session, the Intergovernmental Group of Experts will review, in accordance with the Addis Ababa Action Agenda, the obstacles faced by developing countries and the international community, respectively, to the mobilization of domestic public resources and the modernization of international public finance for sustainable development and international cooperation for development.

As has been noted for some time now, public development aid is largely insufficient. Moreover, with the scarcity of financial resources of traditional donors, we must seek to incorporate other players from more developed countries, such as the private sector, solidarity savings, foundations and especially support the mobilization of local resources of the least developed to financially meet the ambitions of SDGs. This inevitably leads to reflections on how to innovate to finance more and differently while supporting the mobilization of local resources. In order to be sustainable in the long run, the financing of development must be able to rely on increasing local resources, including local savings and tax resources, which not only finance the economy but also pay off the country's external debt.

In its discussions and consultations on the modernization of the public aid to development, and on the increased role that could play mixed funding, the Intergovernmental Group of Experts should develop practical recommendations on how best to improve the mobilization of domestic public resources in developing countries and to maximize the contribution of international cooperation to ensure the transparency of new frames. Finally, it will determine in a precise and distinct way the long-term costs and benefits of the different types of financial flows and financing instruments for sustainable development, as well as their real impact on development. It is in this exercise that will tackle the different members of the Haitian delegation.
