Haiti - Politic : The Government reassures the contractuals in the public administration

During a press conference given at his official residence, Prime Minister Jack Guy Lafontant, accompanied by Josué Pierre-Louis, the General Coordinator of the Office of Management and Human Resources (OMRH), made the point Thursday. on the situation of contract workers in public administration who are assigned to permanent posts...

The Prime Minister reported on a set of measures that he will adopt in the coming days to streamline the process of recruitment of public officials of the state, recalling "It is in this sense, that a set of Circulars were taken as early as April shortly after taking office."

Addressing the situation of contract workers in the Public Administration, the Prime Minister recalled that there was no contract for life, highlighting the imbalance created by the status of contractual compared to that of permanent which is the sole function of officials. The Head of Government pointed out that contract workers are not entitled to social benefits such as insurance and the civil pension, which he considers abnormal.

He recalled that according to article 6 of the decree of 17 May 2005 which deals with permanent posts, it is stipulated that the latter are provided by public officials with the status of civil servants. Non-permanent jobs correspond to a seasonal or occasional need, are provided by public employees having the status of contractual.

In order to reassure the contractuals the Prime Minister has announced that a three-month contract for the period October-December will be signed between the administrations and the contract employees of the administrative staff before the start of the regularization operations of the latter scheduled for next January. He also took the opportunity to announce the recruitment of 200 operators for the piloting of heavy machinery for public works.

For Josué Pierre-Louis, there will be no measures taken for contractuals who are part of the administrative staff (accountants, administrators, executive secretaries, administrative secretaries, financial controllers, etc.), stating, on the other hand, that "Contractuals will be appointed and appointed from January, [...]". Note that the contracts of consultants, advisers and project managers are not affected by this measure, which is only intended to regularize the situation of contract employees assigned to permanent positions...
