Haiti - Politic : Results of the parliamentary week

According to the Citizen Observatory for the Institutionalization of Democracy (OCID), for the week from July 30 to August 3, 2018, the Chamber of Deputies and the Senate for the second week in a row, realized only one plenary session (July 31) with just the necessary quorum (62 deputies and 18 senators).

Chamber of Deputies :

The plenary session was very productive with 9 items on the agenda, 7 of which were dealt with.

Following the presentation by the Commission Economies, Finances and Budget, the deputies voted the draft law on the public debt, the whole text was adopted article by article unanimously of the 62 deputies present. But the debate generated a great deal of divergence and one of the commissioners asked the chairperson to give the committee a little more time to complete its work. Note that this legislation has already been passed in the Senate at first reading.

Then, the deputies attended the presentation of the "statement of reasons" of 5 bills:

  • Proposed law by Deputy Jean Robert Bosse, transferring competence for social assistance to local authorities

  • Bill proposed by the Deputy Marie Gladice St-Jean Lundy, relative to the protection of the farmers of modest conditions ;

  • Draft law by the Deputy Deus Deronneth, on the compulsory internship of the students of the professional schools and universities, constituency of Marigot ;

  • Draft law by the Deputy Abel Descollines modifying article 2 of the law of 18 December 2002 on the creation of an autonomous body called "Road Maintenance Fund" (Fond d’Entretien Routier) ;

  • Bill proposal by the Deputy Abel Descollines setting the terms of publication of the information relating to privileges and advantages of the great clerks and high officials of the State.

Senate :

During the plenary session, the 18 participating senators continued the discussions and the vote of the proposal of law put in continuation on July 19th https://www.haitilibre.com/en/news-25046-haiti-politic-results-of-the-parliamentary-week.html on the commercialization, possession, control and carrying of firearms in the Republic (Articles 8 to 14).

In addition, the Economics, Finance and Budget Commission received, on the same day, Jean Baden Dubois, the Governor of the Bank of the Republic of Haiti (BRH) concerning certain Headings of the Amending Budget.
