The Prime Minister-designate, Bernard Gousse, which was to file his documents yesterday, went to Parliament, but only to deliver a letter to Joazile Rudolph, President of the Senate, to inform him that he wanted to postpone this filing at the date of July 21, 2011. This is the second time that the filing of documents of the Prime Minister-designate is deferred.

The Senate President said that he accepted the decision of Me Bernard Gousse, but he has made understand the need to act quickly. With this new report, the process takes a new delay, given the fact that the documents required to Gousse must first be reviewed by a committee before the session of validation, leading to his ratification or his rejection.

Rodolphe Joazile said that "...This morning at 9:00, the Senators members of the commission were waiting [Bernard Gousse] it is a little before 2h00pm that he arrived in the Senate and he has asked to meet me. He handed me a letter, that says, that because that it is July 11 that his nomination was officially confirmed [publication in the Official Monitor], he would take a little time to better constitute his file and requested a formal postponement for a week, it means a postponement for next Thursday [July 21]. He gave no other details, only that he would take a little time to build his file in due form [...]

...It is not to the Office to tell him when to file his documents, however, the office finds that there is an urgency now to evacuate the question of the Prime Minister and allow the country to adopt a new Government, so on that basis, if he can be diligent and come and drop his documents, the Senators could take their decision before history. Vote for or against, but at least we will know the result and give the country a new Government, or start the process to choose a new prime minister..."

Mr. Gousse has made no statement to the press

For their part, the parliamentarians of the group of 16 who were in a meeting, consider that this new delay of the candidate for Prime Minister's Office is only a diversionary tactic. The Senator Moïse Jean-Charles continues to assert that "today, tomorrow or later, our position will not change" adding that many colleagues have expressed their intention to vote against or to abstain.

Two months after the takeover of Michel Martelly, the country still has no government. Donors do not hide their impatience before this conjuncture whose the deadline remains uncertain. If they do not comment openly on the political crisis, diplomats from the Group of Friends of Haiti, including the United States, France, Canada and Brazil say they are worried about the blocking that delays the major economic reforms and the good governance.
