In 2022, the humanitarian response will target 2.5 million people, one million more than in 2021 (+67%).

To help meet the needs of the most vulnerable people, US$372.6 million will be needed to implement the response plan.

The strategic framework for the humanitarian response, jointly developed by humanitarian actors in Haiti for 2021 and 2022, remains unchanged. But although the strategic and specific objectives remain relevant, particular importance will be given to:

1. Responding to protection needs and strengthening humanitarian access, in particular access to basic services in the metropolitan area of ​​Port-au-Prince;

2. Support for people affected by the 2021 earthquake, particularly in hard-to-reach areas and for people still on the move;

3. Continuation of the work initiated in 2021 on accountability to affected people and the localization of aid;

4. Preparing communities and national actors to respond to natural or man-made threats.

In 2022, 63 of the 146 municipalities will be prioritized under this Humanitarian Response Plan. These municipalities are in the departments affected by the earthquake of August 14, by violence between armed gangs in the metropolitan area of ​​Port-au-Prince, in the border region with the Dominican Republic and the municipalities in phase 4 of the IPC (**) of the Integrated Food Security Phase Classification (IPC).

The response plan aims primarily to provide specific assistance to the most vulnerable groups of people, namely:

1. Women and girls (pregnant, single mothers, women and girls who are survivors of or at risk of violence);

2. Children and young people (under 5 and of school age);

3. People with disabilities and the elderly;

4. People in situations of displacement (returnees, expelled and internally displaced);

5. People living in remote, isolated or hard-to-reach areas.

** Phase 4: Humanitarian Emergency

Severe lack of access to food with excessive mortality, very high and increasing malnutrition and irreversible depletion of livelihood assets;

Phase 5: Famine / Humanitarian Crisis

Severe social disruption with complete lack of access to food and/or other basic needs in which widespread starvation, death and displacement are indisputable.
