Haiti - Politic : Launch of the digital platform for managing State contract agents

On Monday, September 2nd, 2024, Prime Minister Garry Conille launched the digital platform on the "Modernization of the management of contract agents in the Public Administration" at the Karibe Hotel.

According to Conille, the objective of the platform is to provide a transparent and structured management framework for contract agents, pending the establishment of a central file of civil service agents via an integrated human resources management system.

"This digital platform is a cornerstone of the Government's vision for modern and efficient human resources management in the civil service. It embodies the commitment to valuing each talent and each resource in the service of the State, through an innovative and cutting-edge technological tool," said the Prime Minister explaining "By providing the Public Administration with more efficient tools, this will help to strengthen the transparency and efficiency of the administrative process [...] It is necessary to make the census of all contract agents for the 2023-2024 fiscal year a priority in order to capitalize on their contribution and optimize human resources management. The continuous increase in the number of contract agents in the administration calls for reflection and decisive action."

"The platform will help to centralize information, monitor performance and improve institutional communication. It will also contribute to the creation of a database of reliable resources, thus supporting the youth employability policy, a key element of my Government's vision," concluded Conille

Me Camille Junior Edouard, the Secretary General of the Prime Minister's Office, said he believes that this is a significant step for the Government in its quest for effectiveness, efficiency, transparency, and the cleaning up of Haitian public institutions. He said, "[...] The combined contribution of information technology and new organizational methods for processing contract agent files is a response to improving the functioning of a modern State [...] It is an opportunity to strengthen the efficiency of the State's administrative services. The adaptability of a computerized system will allow the State to understand the reasons for the growth in the number of contract agents and to identify the jobs they occupy. Thus, the State will be able to ensure better regularization of their status and recruitment practices by the various public employers."
