Haiti - Politic : The amended Constitution delivered to the office of the Presidency

The President of the Senate, Rodolphe Joazile confirmed that the text of the amended Constitution, corrected and ratified was delivered to the office of the Presidency yesterday Monday.

"...we sent the text to the office of the Presidency yesterday [Monday], the corrected version of the constitutional amendment [...] we have worked with experts on the issue, we watched all the tapes and we believe that the document we sent to the President of the Republic accurately reflects what has been voted to the National Assembly [...]

...when we watched the tapes, we did it before witnesses, we have first the Initiative of civil society who from the beginning has always accompanied the Senate in its efforts [...] we have the National Network of Human Rights (RNDDH) who have made a work in this direction for us, we take this opportunity to thank the people of RNDDH just as we thank those of civil society who have helped make this work, we even corrected the semicolons. [...] We expect now that the President take the necessary arrangements [...]"

However, at the approach of the publication of the Constitution, lawyers remain divided. Me Aviola Fleurant, considers that this is a good decision that will allow the country to move forward, that the new constitution will allow the establishment of the Constitutional Court which is the guardian of democracy and the rule of law, and the Permanent Electoral Council, whose creation process is now reduced. The nine members of this structure will now be designated by the executive, legislature and judiciary, on a proportion of 3 members each.

Me Camille Leblanc argues that it's the President Préval and not the President Martelly who should have publish the text in the official gazette "Le Moniteur" because it was not consistent with that which had been passed in parliament. He likens these "snags", to an attempt of coup perpetrated against the Constitution, pointing the former President Préval with the complicity of some parliamentarians. For him, the publication by the President Martelly of the corrected copy of the amended Constitution is a "crude joke" orchestrated by the authorities who are not afraid of being ridiculed, denouncing at the same time he G16, which he describes as a "Lambert gang" seeking to capture the next elections with the help of President Martelly.
