On Monday, July 20, 2026, in New York, Raina Forbin, the Minister of Foreign Affairs, addressed the 10,198th session of the United Nations Security Council on Haiti, on behalf of the Government of the Republic of Haiti.

In her address, Minister Forbin presented the progress made by the Government in the areas of security, governance, and election preparation, while calling on the international community to maintain its support for the country's stabilization efforts.

The Minister emphasized that, despite persistent challenges, real progress is being made on the ground and that Haiti is now "closer than it has been in years to restoring security and holding free, credible, inclusive, and participatory elections."

Raina Forbin indicated that two of the three main preparatory phases of the electoral process have already been completed, that the registration of political parties is finalized, and that voter registration has now begun. She also reiterated that the Government is continuing to strengthen national security capabilities through the training of new police officers and the recruitment of military personnel, while simultaneously implementing significant judicial reforms aimed at reinforcing the rule of law.

Minister Forbin further reaffirmed the importance of the full deployment of the Gang Supression Force (GSF) and the renewal of its mandate, asserting that security remains essential for holding democratic elections throughout the country.

Chancellor Raina Forbin’s participation in this United Nations Security Council meeting is part of the Government’s diplomatic efforts to mobilize sustained international support for the restoration of security, the strengthening of national institutions, and the return to constitutional order through free, credible, inclusive, and participatory elections.

During the session, the Special Representative of the Secretary-General of the United Nations for Haiti, Carlos G. Ruiz Massieu, welcomed the progress made in the political process, including the adoption of the revised electoral decree, the agreement reached on the electoral budget, and the launch of voter registration. He stated that these developments provide new momentum to the transition and encouraged the swift adoption of a credible electoral calendar.

While urging Haiti to maintain this momentum, several members of the Council commended the progress made by the Government in the areas of security and the advancement of the electoral process. They also recognized the need for the full deployment of the Anti-Gang Force and the renewal of its mandate when it expires next September, as well as the effective implementation of the commitments already made by the international community.
