Haiti - Justice : 95% of inmates at  National Penitentiary are incarcerated without trial...

On Thursday, a delegation of the Superior Council of the Judiciary (CSPJ), composed of Me Max Elibert, Dilia Lemaire et Me Thiers Malette, visited the National Penitentiary in order to inquire about the conditions of detention in the largest prison complex of the country. The opportunity for Me Thiers Malette, to denounce the problem of prolonged pretrial detention that would be the cause of prison overcrowding.

Me Max Elibert deplored that on 3,952 inmates incarcerated at the National Penitentiary, only 181 [4.6%], were tried and convicted, wondering on what doing the 25 Government Commissioners, who do not seem able to resolve the problem of preventive detention... "The National Penitentiary represents the Haiti without law, while the authorities continue to talk about rule of law," declared the representative of the CSPJ.

As for the living conditions of inmates for the less deplorable the inspector Hertelou Paul Colson, Head of the prison center, aware of the overcrowding, stressed to the delegation, that he has only 152 agents to handle nearly 4,000 prisoners...
