Haiti - Politic : Towards legal reform to protect Morne l'Hôpital

Pierre Canisius Guignard, Director General of the Ministry of the Interior and Territorial Communities (MICT), and agronomist Jean Franck Junior Charles Pierre, Director of the Morne L’Hôpital Monitoring and Development Organization (OSAMH), recently launched the revision of OSAMH’s legal framework, a crucial step for the environmental safety of the metropolitan area.

Modernizing a 39-year-old legal framework : This commission’s primary mission is to modernize legislation dating back to 1986, which has become obsolete in light of current technical and administrative advancements. The three-month process will include 12 workshops bringing together the Legal Affairs Department (DAJ) and several technical units within the Ministry.

"This new draft bill aims to equip OSAMH with modern technical structures to enable it to effectively fulfill its protection mission," stated Agronomist Jean Franck Junior Charles Pierre.

The stakes : Drinking water, deforestation, and flood risks :

The degradation of Morne l’Hôpital directly impacts the survival of the Haitian capital. The reform aims to strengthen OSAMH’s action on several critical fronts:

  • Water resource management :

    Protecting Port-au-Prince’s drinking water supply;

  • Erosion control :

    Reducing the risk of devastating floods in the metropolitan area;

  • Reforestation :

    Restoring vegetation cover on the 2,000 hectares of the site;

  • Land Use Planning :

    Implement increased surveillance to combat uncontrolled urbanization and promote sustainable development.

A Comprehensive Approach Integrating Security :

Pierre Canisius Guignard, Director General of the Ministry of the Interior and Territorial Communities (MICT), emphasized that this initiative is fully aligned with the priorities of the Government Action Plan. Beyond legal considerations, the Ministry plans to address the challenges related to financial resources and the "coercive force" essential for operating in an environment marked by insecurity.

The protection of Morne l'Hôpital now transcends its purely ecological dimension to become a national security imperative, essential to the long-term viability of Port-au-Prince.
