On Tuesday, August 18, 2026, Vijonet Déméro, the Minister of National Education, and Kesner Romilus, the Director General of the Economic and Social Assistance Fund (FAES), in the presence of, among others, Director General Osny Jean Marie and several senior Ministry officials, signed a Protocol on cash transfer operations for parents of students, in preparation for the start of the school year. "With the start of the school year, the State intends to strengthen its support for parents of students, particularly those in the most vulnerable situations. The objective is to reduce the burden of back-to-school preparations on household finances," declared Minister Déméro, explaining that this support takes the form of financial allowances, the distribution of school kits, textbooks, uniforms, full coverage of school fees for the first two cycles of primary school, as well as school meals. For his part, the Director General ROMILUS indicated that he is already prepared to launch operations aimed at combating, among other things, school dropout rates in disadvantaged urban and rural areas. "I want to reaffirm the Government’s commitment to standing by families, particularly those most in need. Through our programs, the FAES is part of a broader approach to supporting vulnerable households and aims to promote educational continuity, social protection, and equal opportunities," he stated. This year, the Government has allocated 2.1 billion gourdes for direct financial subsidies to parents whose children attend national, community, municipal, and parochial schools located in disadvantaged areas throughout the country. This initiative targets 140,000 parents. Each will be entitled to an allowance of 15,000 gourdes. The transfers will be made via mobile payment, through Natcash and MonCash, the Minister specified, assuring that the distribution will be carried out in an "orderly, coordinated, and structured" manner. This financial support project for parents of students, commonly known as "Education Cash Transfer" will be implemented within the framework of the Multisectoral Emergency Program for the Reconciliation and Reintegration of Vulnerable Groups. The lists of targeted beneficiaries will be generated from the Ministry's Education Management Information System (SIGE) and then officially transmitted to the FAES (Educational Support Fund) for the execution of the transfer operations.
